This one is bizarre:

a)  for requests for less than N numbers, this is FCFS.

b)  for requests of more than N numbers bur less than M, with M>N, it is
decided by the "designated expert"  but is not clear how he/she might
arrive at a decision.  So far as I know, it has never been used.

c) for requests of more than M numbers, the IESG decides.  I don't know
how.  It has never been used.

Not sure whether you meant "my co-chairs or "me and my co-chairs".  In
either case, feel that I,  Brian, and Chris are every bit as capable of
doing nothing as Spencer is/was.

The "careful evaluation" is a confusing piece of chair-speak since someone,
such as Zahed, might reasonably wonder how the evaluation is going and
where the result is.  Sigh.

I don't think we need more than one person for a non-job.

At Yokohama, we need to discuss  eliminating this DE role by adjusting N
and M as necessary so that requests for sets of numbers that are "too
large" cannot slide in under an Fcfs policy.
