Traditionally, IETF WG charters include a lot of things that do not
have active WG documents at the time the charter is adopted.  On the
contrary, documents are generally not eligible to become WG
documents unless there is some existing item in the WG charter that
applies to the document being considered.

So, I would say it's fine and expected to have charter items that do
not have an accompanying WG document, or even charter items that
have no candidate individual documents, if there is consensus that
the WG should do work in that area.
