I am not attempting to change any mind here. I think at the smallest
uncertainty that this is not a harmless change then we leave it for the
5561bis work when the WG has time. The purpose from my side was only to roll
in a small set of obvious editorial errata. 

So from my perspective the safe path here is to leave 2249 out.
