Children are expensive and contraception is cheap. many people are more interested in  having  successful  careers rather than children. 

Also, most people want  their  children to be  successful, so paying for  one child's college education is obviously easier than paying for  3-4. Third  world countries are different, because  the  life expectancy is  much  shorter and they need  children  to  help with  farming, or  other physical  work,  education  is  not something they  take into  account.
