YANG is not redefining xs:dateTime. YANG is defining a type called
date-and-time in the yang-types module which is following RFC 3339, a
Proposed Standard RFC of the IETF. And RFC 3339 is again a profile of
a the ISO 8601 standard. A quote from RFC 3339:

   The following profile of ISO 8601 [ISO8601] dates SHOULD be used in
   new protocols on the Internet.

I am aware that there are some differences between yang:date-time and
xsd:dateTime.
