Oh geez.  how many angels can dance on the port of a pin?

Say something like:  This documents the NNTP protocol.  It has been
assigned port 119 by IANA [appropriate ref].

This tells users what to expect at port 119 and doesn't preclude
running it on other ports, and people saying "we speak NNTP at port 6900'
