Nothing's wrong with it, but surely the de facto standard form of
authentication for NNTP is by client hostname or address, not personal
username/password. Per-user authentication would be nice, but I'd be very
wary of basing other facilities on the assumption that it will be available
(or can be set up with a trivial - definitely not true in many environments 
- amount of effort) at any site that wants to use a particular newly-defined
facility.
