As a 977bis related note, would a formal definition of the moderation
mechanism be out of scope?  Personally, I am not 100% sure myself on
how the process of moderated newsgroups work (don't actually use any
myself).  

If it does not fit into 977bis, I would very much like to see it in the
BCP.

Also, if someone could send me a quick little writeup of it via
private email (jack@wildbear.on.ca), I would be willing to pretty
it up for whichever document it should fit into.
