NEWNEWS should remain.  It is needed for some implementations of the
"pull" ("inhal", "suck") style of newsfeeds.  Those are a minority,
but should not be neglected.  I suggest that it be an optionally-
available command, which if the site does not wish to implement,
returns some 5xx code as "not available" rather than  "unknown".

It would also be possible to simply return an empty list, but that's less
imformative.
