Proposed addition to #2:

Although updating of zone information is potentially an interesting use for such a protocol, it is already possible to do with other standards and thus will not be considered as a design goal until after the other types of control are specified. However, the new protocol needs to be able to handle the addition of an empty zone and the removal of a zone as part of the initial protocol.
