The protocol overview (1.2) is not fully up to date. It seems the phrasing
should be updated to specify that the server returns one single NTP server
address, not a list.

I.e section 4.1.7 of draft-20 currently reads:

"Its body consists of an ASCII-encoded [ANSI.X3-4.1986] string. The contents
of the string SHALL be either an IPv4 address in dotted decimal notation, an
IPv6 address, or a fully qualified domain name (FQDN)."

Returning a sequence of 16 octets in network byte order has been obsolete
for quite a while.
