During IETF103, the I-D authors asked to have the generic API document be accepted as RG Item.

Comments received during the meeting (i.e., Dave Oran and Rick Taylor, cf. meeting minutes) were:
"we agree but we need to have two very different codecs to challenge the draft"
https://github.com/irtf-nwcrg/rg-materials/blob/master/ietf103-2018-11/ietf103_nwcrg_minutes.md <https://github.com/irtf-nwcrg/rg-materials/blob/master/ietf103-2018-11/ietf103_nwcrg_minutes.md>

Work is on-going on having such codecs.1, An end-to-end RLC-like codec is first targeted by the hackathon project that was the focus of the weekend meeting. 2. A RLNC-like codec will follow as a second step, allowing re-coding within the network.

Questions to the list: knowing the above should we have the API document as a RG Item?
