The home area and WG is not that important - RTGAREA could be a good
home also. My point is that going through the preBOF / BOF / new WG
creation path is not the only option for doing such work, doing it in
one (or more) of the existing WGs would shorten the path. 

I would also be interested in participating in a meeting in Beijing (if
it's an ad-hoc) - time allowing.
