I have to object to this summary. If there was consensus, it was rough 
at best.

Essentially, the two of us disagreed, and nobody else said anything. So 
I'd characterize the current text as the editor's preference, not any 
kind of WG consensus.

Further note that the current text is at odds with recommendations from 
a spec it normatively references (HTTPbis P7), so this issue will come 
up again during IETF Last Call.
