I've submitted draft-levine-vwrap-deploy-00 which is an updated version of 
draft-levine-ogp-layering-00. This is primarily an update to keep a 
current draft available and sync the
draft to vwrap, but it includes additional content, more of which will be 
in subsequent drafts as we approach the next IETF f2f.
