Does somebody have a suggestion were to start reading if i want to learn about the use and meaning of a "Public Region Seed Cap"? To put my question in context, i started with Davids layering document, working on the details of deployment pattern 5. I consulted the TP_draft_5, and used the high level description in that as a guide for my thinking. Looking at the details of the calls i stumbled over "Public Region Seed Cap".
