Re-reading my post, let me clarify something:

* We haven't been explicit about a definition of "world" or "worlds"
and how that maps to regions and administrative domains, and I do not
think we need to. Even stronger, I think doing so would have negative
consequences.

* We should be explicit in the charter that we're talking about
protocol use that may span administrative domains. If that isn't clear
enough, we should update the charter text. Suggestions welcome.
