My impression is that while REST was first defined as a generic computer science 
construct, it's reality applies only to the Web.  Your own language, above, 
encourage this impression.  While I can imagine have "web service deployments 
over XMPP" I am quite sure it's not going to happen.  So say "web service 
deployment" is to invoke a very elaborate set of services.

As soon as we talk about operating over xmpp, RTP or some other transport, we 
are no longer talking about the web.  If OGP is a web service, then it is tied 
to the web and the web uses HTTP for transfer.  If OGP is not tied to the web, 
then any reference to transfer needs to be independent of web terminology and 
mechanisms.

If indeed transport independence is a goal -- and FWIW it's a goal I'm in favor 
of -- then anything having to do with the web needs to be carefully partitioned, 
with literally no direct OGP reference to it.  The partitioning would provide a 
distinct OGP-over-the-web encapsulation specification.
