OpenPGP does not specify a UI. "Target the masses" implies some kind of UI or use case or *something*. OpenPGP is a format for packing bits together and specifying how some of them were encrypted/signed. You can build any kind of PKI I've ever seen on top of OpenPGP, because it's just a format and doesn't specify such details.
