    Integrate Device-Certificate Draft
    
    Changes from Derek's original draft (wk):
     - Change two MUST to SHOULD as agreed upon on the ML.
     - Remove new section numbers.  The section numbers in curly braces
       are only used to refer the RFC-4880 section numbers.
