Yep.

However, this a problem of the voting protocol.  You would run into the
same problems if you use a ZIP file with encryption or require to send
an ODF document.  Both compress stuff; even text editors may do that by
replacing runs of white space by tabs.

There are a lot of possible failure modes to be investigated which is
the reason why getting electronic voting right is so hard.
