I have noticed that the March opstat model draft, 
"draft-ietf-opstat-oper-model-00.txt", has added 
<tag-name-list> to the Lable section of the storage
format. 

Can someone explain why this was added?  Do the
tags in the Label section have to be used
by subsequent Device and Data sections?
