Tim,

This is a confession of gross stupidity.   I had not seen any discussion,
and so had decided that the document was stable.   The reason that I
had not seen the discussion is that I have not read the osi-ds list (or
most other lists I susbscribe to) for a month.   The action needs to
be suspended, whilst I fix my brain.
