You're right that it doesn't need IESG approval for an experimental RFC.
However sometimes the WGs ask that the IESG Area Director reviews the memo,
or like in this case it was strongly intertwined with a PS. I feel that it
is appropriate in these circumstances that the IESG makes a recommendation
on the spec for experimental.
