This message is addressed to the DSA managers in the NameFLOW-Paradise
Directory, especially those who are responsible for the country-level
entries (c=XX).

As part of phasing out the current root DSA of the world, known as the
"Giant Tortoise", we want to restrict user access to this DSA.  This means
that binding to the Giant Tortoise as a _user_ via DAP is in principle
turned off.  Binding via DSP (as a _DSA_) to the Giant Tortoise will
remain unchanged.

However, a few users will be allowed to bind to Giant Tortoise via DAP:
* managers of the Giant Tortoise
* probes to measure DSA availability
* country level managers, so they can change their country entry (c=XX).

These few users will be allowed to bind by using the "accept_prefix"
tailoring option: access will be restricted to the distinguished names
(DNs) of the above users.

Anyone who thinks they should be able to perform a DAP bind to Giant
Tortoise but find that they cannot do so should contact their country-level
DSA manager, or else email helpdesk@nameflow.dante.net.
