Absolutely true, let me take Swedens level-1 DSAs as an example : 6 DSAs with a reachability of < 10 % ( in fact it was 0% for all of them ) and 4 DSAs with a reachability of 100 % . Now, who are managing the 6 non-reachable DSAs ? Well, an investigations shows that two of them are experimental DSAs, put up for training of DSA managers and for trying out new things, not surprising that they might be unavailable for a week. The other four are managed by four commercial companies, that participated in a X.500 pilot excercis sponsored by the government 3 years ago. A valid assumption would then be that all of them left the arena when the funding ended and they did not see any shortterm gain from keeping their part of the pilot up and running.
