a few fast comments

 1. I am still not convinced with RFC1274 conformance
	some definitions there are not really used
	new definitions apeared in between
 2. I would recommend to include in the references 
	a reference to the OIFP reports (available on the Paradise
	mail and ftp server)
 3. I think a more precise definition of master shadows is needed
	official shadow?? or any practical solution
 4. is it posible/worth giving the coordinates of 
	a ftp server for documents concerning the service
	the DSA managers mailing list  (distinct from osi-ds)
