That would make sense as it actually  reflects the truth:  IANA is the
current registration authority  for the Internet.  Does it makes sense
in  the context of  X.500. From what I  understood this kind of naming
authorites are somewhat different. To me a national body of ISO is the
right authority  to provide naming  (and addresssing)  or  to delegate
part  of its authority  to another body which will  do so (under  some
kind of  rules). Does  IANA  or ISOC actually   enforce this. In other
words, does the IANA has  any authority to  allocate  Directory  Names
and/or NSAPs? (I'm just asking, not arguing!).

Now suppose I go to AFNOR and ask for an OID for Fnet (assuming I have
the  right  to do  so).  I come back   with something like {iso member
afnor(250)  organisations(1) fnet(xx)}.  Fnet   is  providing  network
services to the community in  France as a non-for-profit  organisation
and  has agreements with EUnet  and others, so  that it is part of the
Internet. Reading Christian's  proposal leads me  to  think that now I
can go ask the IANA  the  give me a  name. An "f.net"  Domain name can
allocated  from  the  IANA. Do you  think  I  could  ask the   IANA to
allocate a Directory Name  for FNET  and  tell  me where to   go under
o=Internet? This may not cause such  a problem for  FNET, but  let see
what  could happen if   another national network   "sponsored"  by the
french government tried to do so. 

I'm more and more confused...
