The problem was that I forgot to ASN.1 wrap the JPEG file using the 'jpeg2asn' utility. This puts an OCTET STRING tag and length around the JPEG data - Quipu expects it to be there, and is complaining because it tried to decode the tag/length and got JPEG data instead.
