The top arcs of the object identifier tree are assigned in the ASN.1
standard (ISO/IEC 8824 | X.680 - any edition). {1} is iso, {1 2} is
ISO member bodies, {1 2 nnn} is assigned to the ISO member body for 
the country whose ISO 3166 number is nnn - which is 826 for the UK, 
so {1 2 826) is assigned to BSI. According to
 ftp://ftp.ripe.net/ripe/docs/iso3166-codes, SG = Singapore = 702, 
and according to
 http://www.iso.ch/addresse/address.html
the member body for Singapore is
  Singapore Institute of Standards and Industrial Research
  1 Science Park Drive
  Singapore 0511
  Phone +65 778 77 77
  Fax +65 778 00 86

So {1 2 702} is assigned to them.

BSI have produced a national standard (BS 7543, I think) which
defines what happens at the next step - which is that {1 2 826 1} is
companies registered in England and Wales, {1 2 826 2} is scottish
companies, {1 2 826 3} is Northern Ireland companies, and {1 2 826 
1000+} are assignments made by BSI if you ask for a number. 
The companies thing uses the number in the Companies house 
registration, so any UK limited company already has an OID assigned, 
though I don't suppose most of them know this.
