let me just point out that what is probably considered as
0% reachability may probably in some case just
reflect the inability for your DSA to "interwork" with
some other implementations or operational modes.

In the OIFP work we have evidenced PLENTY of such problems,
  some of them being simply bugs of the implementations
      some having been fixed by Nexor for the QUIPU we are using
      some fixed on other implementations
      some not fixed
  some, and this is much more SERIOUS, will require major modification
     of the softwares (and amongst them QUIPU which is
     unfortunately completely wrong in its knowledge model)

Roland figures are just only significant in a Quipu only environment
  and thus useful for a Qipu pilot  which turns out to be the case
  for 98 % of Paradise
