There's nothing you can do from the DUA other than making your search
act recursively as another poster has suggested.

Since you have control over the DSA however, you can make it "willing
to perform" such searches by editing quiputailor (all bets are off of
course if you're not using a Quipu DSA).  Just change the
"searchlevel" variable to 1 (in which case a subtree search from the
country level or anything directly below the root will be allowed) or
0 (if you need to do a subtree search from the root).
