My phrase "it cannot be expected" was because of such. According to
the Standards_FAQ (on comp.std.misc, amongst others), the Polish ISO
member is
Poland/Pologne (PKNMIJ)

Which means the oid {iso(1) memberbody(2) poland(616) }
is assigned to PKNMIJ, for them to use as prefix of further assignements.
However, Poland does not appear to be a member of JTC1 (the ISO/IEC
committee that covers IT standards), so they may not be aware of the
expectations of ISO/IEC 9834-1, which is the registration standard.
(The same standard is also concerned with the top of the Directory
naming tree too).
ISO in Geneva would know the current position, but I don't think they
expect to provide a "registry of last resort" for countries whose
standards bodies are not active in this area.
Which is why extending the IANA registration would have advantages.
