This document specifies a set of minimal operational requirements that
shall be implemented by all Management Domains (MDs) in the Global 
Open  MHS Community (GO-MHS).  This document defines the core 
operational requirements; in some cases, technical detail is handled 
by reference to other documents.                                      
The GO-MHS Community is defined as all organizations which meet the 
requirements described in this document.
