I personally liked the suggestion someone else made earlier of "BACK- 
OFF" - meaning "Background Congestion Kontrol of File Flows" or  
something like that, wasn't it...?  (Maybe we could come up with an  
alternate word for the second 'F' that doesn't make it sound so  
narrowly scoped.)
