Hm, so the new text in 4.4.2 is actually a bit broken:

   If the Database accepts none the
   registration for its supported rulesets, the Database MUST return the
   NOT_REGISTERED error (See Error Codes (Section 5.17)).

I think what you mean to say is this:

   If the Database accepts the registration for none of the
   specified rulesets, the Database MUST return the
   NOT_REGISTERED error (See Error Codes (Section 5.17)).

Aside from this one nit (sorry!) I think you have addressed all the points I raised.   I'm going to clear my DISCUSS, but please do address this one last nit!
