Hi Austin,

PAWS is only used in the context of WSD/WSDB communication, and i guess 
there are some TVWS deployments w/o a DB.

WSDB services using PAWS are up and running in the US, CA and UK. I 
guess this is also the case in South-Africa, Singapore and South Korea 
while i don't know the details.
