Re: [payload] I-D Action: draft-ietf-payload-vp9-05.txt

This version has some relatively minor changes following comments from Tim Terriberry.

Notably, this version defines how altrefs (frames/pictures with show_frame==0) are handled, and some requirements should be clearer.
