[Pce] Clarifications and Updates to RFC 8231

Dear PCE WG,

As part of the WG business, we have recently identified some
expectations surrounding RFC 8231. The chairs have been thinking on the
way to progress associated improvements.
Thus, it seems to us that properly splitting the resulting work will be
more efficient, avoiding to delay too much the easy pieces. We suggest
to work on both an Informational clarification and Standard Track
updates. The former may start from some of material in
draft-koldychev-pce-operational. The latter has already started with
draft-farrel-pce-stateful-flags. This I-D being a very focused and
uncontroversial fix, we will move it directly to WGLC and we expect any
other standards track updates to be collected together in a new I-D.
