The draft is not a discussion of what is censorship and what is not, it is an overview of censorship techniques. The document clearly defines what definition is uses for censorship, and then uses it to provide an overviews of techniques that are used for it. Seems like a flawless research design. I don't think this draft is the place for a literature review for different defintions and conceptions of censorship.

The draft makes no statements about when or where censorship is appropriate, legitimate, or proportionate. And I don't think it should. We have had the discussion about DDoS etc many times in hrpc, so if people enjoy that discussion, perhaps they can read those archives.

This draft gives an excellent overview of techniques that are used for censorship, which it tremendously helpful. That does not mean that every time an actor engages in censorship these techniques are used, nor that when these techniques are used, it is automatically censorship. 

I am tempted to repreat everything Mallory said before, but I for now I will refrain and just say that I agree with her :)
