Dear Committee Member and Prospective Members:


You are cordially invited to participate in a meeting of the Information
Security Committee, Section of Science & Technology, American Bar
Association, on Sunday and Monday, January 26-27, 1997, at the Fairmont
Hotel in San Francisco.  The Committee will continue its advancement of
public key infrastructure legal and control issues, as outlined below. 
This meeting will include further work on commercial key escrow
guidelines, digital signature legislative initiatives, CA and user
liability, PKI accreditation, and consider the question of a "version II"
to the Digital Signature Guidelines, among other matters.


Consistent with Section policy, ISC meeting participants MUST be members
of both the ABA and the ABA Section of Science and Technology.  Please

    **"Addendum" Work Group

       The Addendum Work Group will continue drafting a digital
signature

       trading partner agreement -- integrating the principles of the

       Digital Signature Guidelines, and developing additional 
practical

       commentary for this model form of electronic commerce agreement.



    **Evidentiary Work Group

       The Evidentiary Work Group will continue working on the

       document it is preparing to acquaint jurists, practitioners,

       and those participating in electronic commerce with evidentiary

       implications of digitally signed documents.



    **Key Escrow Work Group (KEWG)

       Contact: Dwight Olson, Esq. (73522.3542@compuserve.com) or

                Randy Sabett, Esq. (rsabett@venable.com)


       The KEWG will focus on the legal and technical aspects 

       of commercial key escrow.  The group will seek to accurately 

       explore all major issues surrounding this topic, and produce

       a set of draft guidelines for comment.  The proposed guidelines

       are intended to facilitate secure electronic commerce by

       clarifying the rights and obligations of the parties involved 

       in voluntary commercial key escrow. The work product may take 

       one or more forms including:

       (i)   a "restatement" of the relevant law and practice,

       (ii)  a model state or federal law or international convention,

       (iii) a set of principles that can be incorporated by reference 

               into agreements or used for the interpretation of legal 

               aspects of voluntary key escrow, or

       (iv)  a set of "gap filler" provisions.


      The group has set up a temporary website which shows 

      contributions to date.	



    **Liability Work Group

       Contact: Maureen Adamache, Esq. (rmadama@magi.com)


       The liability work group will continue its review and discussion

       of the apportionment of liabilities among PKI providers and

       users. Previously, this task was considered in the ISC's own

       work-product, the Digital Signature Guidelines.  Future 

       documents that will be considered include Certification 

       Practice Statements, and digital signature legislative and 

       regulatory work product on this subject and interoperability
arrangements.



    **Digital Signatures Laws & Regulations Work Group

       Contact: Dan Greenwood, Esq. (DGreenwood@state.ma.us)


      The digital signature legislative and regulatory work group

      is compiling and evaluating the various emerging digital 

      signature legislative/regulatory approaches by states and 

      other jurisdictions in order to develop recommendations.  

      Additionally, the work group will hold another live "global"

      conference call with representatives from the various

      jurisdictions engaged in drafting legislation/regulation

      concerning digital and electronic signatures.  The group has

    **Accreditation Work Group

      There will be an organizational meeting of an accreditation

      work group. This group will develop legal infrastructure for

      the global assessment of quality of certification authorities.
