Rule 103 says the European Parliament shall ensure that its activities are conducted with the utmost transparency. The MEPs has urged for more than two years its administrative leadership to commission a legal study on if and how Rule 103 should inform its ICT decisions, see: https://joinup.ec.europa.eu/community/osor/news/greens/efa-press-eps-president-open-source



That study has not yet been commissioned, still the Bureau of the EP will take decisions, in camera, on Monday 9 December 2013 at 19h15 in Room LOW R1.1 in Strasbourg (quoting from the public draft agenda):



5. Improving IT information security: immediate and mid-term measures - Note from the Secretary-General



With Jacob reporting about imsi-catchers and others about mim-attacks in the European Parliament, I fear the Secretary-General will recommend to take measures in breach of Rule 103.
