Actually I realised yesterday (thanks to Sam's nagging - it's good to have
an AD to keep me honest) that we need to separate three types:

1) Basic, hopefully invariant, IETF principles
2) Principles for necessary process changes
3) Principles for a new process to change the process

Having reviewed the mission statement and a lot of other stuff prior
to the PESCI draft, I'm not 100% convinced that the mission statement
captures every single part of 1), but I think the problem here is
to capture 2) and 3) and separate 2) from 3). Our draft
is not clear enough about that yet.
