That would not be the particular problem with George Will's
writing.

To be honest, I don't like either word here.  I think what's
under discussion is basically just personnel management.  "Arbiter"
suggests that the IESG members are making judgements about who's
a smarty-pants and who's a meathead.  While I'm sure that's true,
I hope that doesn't become part of their official job description
and that instead the job description focuses on the management
aspects of identifying working group leadership, getting rid of
working group leadership, and so on.
