just my personal take on that remark....

at the moment, IETF is dependent on meeting income to make its budget 
balance. If we lose many attendees, we have to cut secretariat services; 
that's all there is to it.
This isn't part of either a principle or a policy - it's just the way 
things are at the moment.
ISOC's trying to change it - by raising additional revenue so that we at 
least have buffers in place - but any sort of money stuff takes TIME.

I love interims - in ADDITION to the "big ones".
