The current criteria do not require that nomcom people be "in touch" in 
any meaningful way. 

They must have attended some IETF meetings. 

There is no requirement that they have sat in working group meetings, 
performed any work, or thave any experience with IETF process.

When the community was more cohesive, showing up at meetings correlated 
well with deeper knowledge of the work and process of the IETF. 

That no longer holds true.
