Indeed, there are two very separable issues.  I do have the similar 
concern that PESCI is trying to both devise process change process and 
how the the process should look like.

I believe the former is needed and seems rather urgent: it seemed 
apparent to me that process changes should not gate on the IESG.
So, I certainly support PESCI working on that.

I'm not sure yet quite sure of the latter.  There seems very high 
danger of re-hashing the problem statement effort; the initial draft 
certainly gives an impression of this.  I'd love to see concrete 
proposals for changes, though.

My suggestion here is obtaining a much clearer separation between the 
two, starting from splitting these to different Internet-Drafts, and 
possibly different (design) teams..
