Perhaps our non-membership model and the rough consensus decision making 
method belong in a separate draft called "sacred cows of the IETF" - things 
that we need to think about, which aren't ****basic**** to the IETF, but 
where changing them is such a major effort that it should only be taken on 
if we're *really* sure we need to change them?
