On the point of fact, I chaired the telechats we held and I produced
the early draft, which Elwyn then took over. As for "led", this
is the IETF - ever tried leading even a small herd of cats?

But there is something more interesting here. Clearly if it comes
to a typical ballot in the IESG, I would most likely feel I had to
recuse myself.

Well, first we'd need to get to the point where the active participants
in the discussion had largely converged, which most likely means the
people on this list. (Some people may disagree unless this becomes
a formal WG, but I think that's not the main question.) Then we'd need
to put the question to the IETF. Who calls consensus for the IETF as
a whole (i.e. not "the IESG decides X" but "the IETF decides X")?
At normal course and speed, that would be the IETF Chair's job, I'd say.
