Based on my review, if I was on the IESG I would ballot this document as YES. I did not see any issues of significance in the document. The following are minor issues (typos, misspelling, minor text improvements) with the document: 6.4.2 paragraph 8 duplicates a word in the text "Section Section 6.6.3".
